Longue-Rive sector: Longueuil and Canada Lands Company propose a brand-new, inclusive district overlooking the river

Longueuil, May 2, 2025 – Determined to stem the housing crisis facing Longueuil, Mayor Catherine Fournier, in partnership with Canada Lands Company, unveiled the updated development vision for the Longue-Rive sector (also known as Pointe de Longueuil) to economic and municipal stakeholders gathered by the Chamber of Commerce of Metropolitan Montreal.
This unique 2.5-million sq. ft., 23-hectares/57-acres site, located between the St. Lawrence River and Highway 132—the equivalent of 43 soccer fields—is one of the last strategic sites available in Longueuil. The Longue-Rive sector is destined to become an iconic district on a human scale, featuring housing—at least 20% of which will be non-market housing—local shops, and public spaces that showcase the waterfront. Its development will also make it possible to offer complementary services to the metro sector, for the benefit of current residents.
Accompanied by Pierre-Marc Mongeau, Vice President, Real Estate, Québec/Atlantic and Old Port of Montréal at Canada Lands Company, majority owner of the land in the sector, the Mayor and Mongeau presented the main elements envisioned. The concept provides for development of the land in phases, and includes the following elements:
• Nearly 5,000 housing units, including 20% non-market housing, to attract businesses to the area;
• Responsible planning, with land reserved for a new school;
• Public access to the riverbanks;
• Green public spaces, including a riverside promenade;
• Easier mobility thanks to dedicated access for local traffic, pedestrians, cyclists and public transit.
A district with an eye to the future
With this project, the City of Longueuil and Canada Lands Company have succeeded in creating a human-scale district that will meet the challenges of the 21st century. This transformative project is fully in line with our commitment to building sustainable, inclusive and resilient communities for decades to come. The vision is based on integrated urban planning and architecture adapted to the landscape and is in keeping with the highest standards for sustainable development, energy performance and climate resilience. This new diverse district will be accessible, lively and connected to the City of Longueuil and its transit networks. Development along the banks will give residents prime access to the river while ensuring that the fragile ecosystem is protected. A riverside pedestrian and bike path will also be part of a future municipal waterfront route to promote active recreation and universal accessibility.

Next steps
Following the signing of a memorandum of understanding in February 2024, several design workshops held in collaboration with municipal teams and professionals helped to refine the project’s vision. Over the coming months, the City of Longueuil and Canada Lands Company will continue their work to finalize plans and analysis required to draft a development agreement, with a view to sell its first lots in 2026. The Longue-Rive district will be developed over a period of 10–15 years using a gradual, sustainable approach, in line with the vision of creating an exemplary living environment in the heart of Greater Montréal.
Note that the development project for this sector respects the principles set out in the Programme particulier d’urbanisme du centre-ville de Longueuil (PPU), (available in French only) adopted in 2021 and for which public consultations were held.
